How do you build your own Windmill?

I just got my electric bill and almost passed out. It has gone up to almost $700.00 a month! I need to find a better way of lowering my bill than sitting in the dark at night reading by candel light!
A friend of mine has a small windmill on his boat that powers most of his electronics. Couldn’t someone put a bigger one on the roof of their house and generate their own electricity? I assume that you can just go out and buy own but would it be difficult to build your own windmill?

The investment required for any substantial amount of ac usage in there residential windmill just wont produce that kind of power is large.
